 Perimeter Placed Coils in a HAWT

Has anyone seen the new turbine that places the coils on the "outer" perimeter of the HAWT's blades, instead of having the PMA as the hub? The central hub is just a bearing. I saw it in a science mag, maybe Popular Science or something... it's supposed to benefit from the fact the outer perimeter is moving faster than the hub.. high voltage, or lower startup speed, however you want to look at it, really.
