 Bike torque enhancer for pulse motor?

Hi everybody,

i just stumbled into a patent of a bicycle torque enhancer.. using permanent magnets only.

what stunned me, is that the patent from the 80s is quoted in many other patents so i assume it works.

My question is, would it be possible to adapt it to a pulse motor to enhance the torque?
there are 2 configurations, 1 being the iron part moving having fixed permanent magnets on the stator,
the other is a rotating permanent magnet in the middle with a soft iron stator around it.

second could be reproduced on a pulse motor.

imagine a shaft, with a 2 magnet disc powered by 2 coils (angle like the bicycle pedals)
further on, on the same shaft, a diametrical magnetized ring magnet.
around the ring magnet, as a stator, the iron core of a toroid transformer, cut open where the air gaps should be on the drawings.

maybe it has been tried already?
maybe it cant work because a bicycle is not a pulse motor?

I know you are going to say: test it...
but it certainly would be lots of energy wasted if it was done already and not working for pulse motors
or
if the gained torque is minimal for powering a generator..
or
if maybe the torque is only enhanced in very low frequencies
or
if the patent is a known fake
or... or..
